Yes, there are specifically designed tools to remove/shear the collar. Please advise the exact part number (pin and collar) that you are trying to remove, and we can suggest the needed collar cutting tool. Also, if it’s just a few Hucks you are trying to remove and the parent material would allow it, you could try removing the Huck bolt using an angle grinder.
